Why So Luan?

Isn't it more lucid and straightforward to say "50¢ per half hour ALL DAY" (for cars) or "65¢ ROUND THE CLOCK" (for motorcycles)? Why go through all that trouble to confuse drivers/motorists who're already 'concussed' from a day of ERP raid?
